Adopt Resolution Ratifying the Grant Agreement for the State ARB Prescribed Burn Reporting and Monitoring Support Program Grant (G21-PBRM-13), authorizing the Mendocino County Air Quality Management District (MCAQMD) to accept grant funding in the amount of $96,600 for the term of June 1, 2022 through June 30, 2024,  committing to complying with the requirements of the Grant Agreement, and ratifying the Air Pollution Control Officer’s Execution and Submission of the Agreement to ARB; authorize the Air Pollution Control Officer to seek additional funding for this grant program that may become available during this term; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

April 23, 2019, Adoption of Resolution No. 19-224, authorizing the MCAQMD to accept ARB funding for prescribed burn reporting and monitoring, for implementation of the MCAQMD’s enhanced smoke management program.

 

Summary of Request

In 2018, the Legislature passed, and the Governor signed, several bills to improve forest resiliency and to reduce the risk of wildfires in California.

 

Senate Bill (SB) 901 provides $200 million in funding per year for five years to Cal Fire to address issues concerning wildfire prevention, response and recovery, mutual aid, fuel reduction and forestry policies, wildfire mitigation plans by electric utilities, cost recovery by electric corporations for wildfire-related damages and $1 billion for healthy forests and fire prevention.

 

SB 1260 requires Cal Fire and the State Air Resources Board (ARB), in coordination with the local air districts, to develop and fund a program to enhance air quality and smoke monitoring, and to provide a public awareness campaign regarding prescribed burns in addition to funding for local district participation and implementation costs and rapidly deployable air quality monitors.

 

SB 856 provides, among other things, $2 million to ARB for local air districts to support the implementation of SB 901 and SB 1260 related to air monitoring of prescribed fires and public outreach.

 

The Prescribed Burn Reporting and Monitoring Support Program Grant is intended to provide resources to local air districts to implement enhanced smoke management programs including enhanced reporting of prescribed fire activity, air monitoring of prescribed fires, improved public outreach regarding prescribed fires and resources to cover district costs associated with training and travel associated with the State’s Enhanced Smoke Management Program.

 

ARB has allocated approximately $96,600 in funds to the MCAQMD for support of the MCAQMD’s activities associated with the Prescribed Burn Reporting and Monitoring Support Program (G21-PBRM-13) for the term June 1, 2022, through June 30, 2024.

 

MCAQMD has already signed and submitted the Agreement to ARB and ARB has accepted the MCAQMD’s signed Agreement pending Board Resolution.

 

MCAQMD staff are requesting that the Board adopt a resolution ratifying the Grant Agreement for the State ARB Prescribed Burn Reporting and Monitoring Support Program (G21-PBRM-13), authorizing the MCAQMD to accept the Prescribed Burn Reporting and Monitoring Support Program Grant funds in the amount of $96,600, ratifying the Air Pollution Control Officer’s execution and submission of the Agreement to ARB and authorizing the Air Pollution Control Officer to seek additional funding for this grant program that may become available during this term.

 

Alternative Action/Motion:

Do not approve the Agreement with the State Air Resources Board and do not approve the MCAQMD’s request to accept the Prescribed Burn Reporting and Monitoring Support Program Grant as proposed.

 budget clarification: During FY 22-23 budget adoption, Board directed that a new grant budget unit be established to hold AQMD grant funds.  This $96,600 revenue will be deposited in the new grant BU, and transferred to AQMD as work is completed, consistent with the terms of the grant.
