Approve Agreement with Eversole Mortuary in the amount of $60,000 to provide for the handling and disposition of last remains of decedents of Mendocino County who have no relatives or other person legally empowered to authorize cremation and disposition, effective July 1, 2022 through June 30, 2023; authorize the Department of Social Services Director or designee to sign any future amendments to the Agreement that does not increase the maximum amount; and authorize Chair to sign the same.

Summary of Request:
Mendocino County Department of Social Services (MCDSS) issued a Request for Proposal (RFP 015-22) for indigent cremations in February 2022. Eversole Mortuary has been selected to contract with MCDSS as a result of the RFP to provide Indigent Cremation Services for the identified regions of “North County” and “Inland” within Mendocino County. Indigent Cremation Services are obligated by the California Welfare and Institutions Code (WIC) for those decedents or families of decedents who meet specific criteria.
Since early 2020, Mendocino County has been significantly impacted by the COVID-19 pandemic, which is being experienced locally, nationally, and globally. The pandemic has led to an increase in utilization of indigent cremation and burial services. In considering an amount to budget for this contract, utilization was reviewed in the various regions of Mendocino County to ensure adequate funds would be allocated to cover anticipated expenses. For the period of July 2021 through February 2022, the County has processed claims for 43 County Cremations through Mendocino County Public Authority and General Assistance Services. In 2020-2021, a total of 59 County Cremation claims were processed during the entire Fiscal Year. In review of cremation service utilization by region, the Inland region which includes the most populous City of Ukiah, accounts for the largest percentage of cremations provided countywide.
