Authorization of contract award and authorization for the Facilities and Fleet Division Manager to act as Project Manager to enter contracts and approve change orders for the project, pursuant to Public Contract Code section 20142 was given at the June 22, 2021 Board meeting.
Summary of Request:
Near completion of the original project contract, County Staff requested a proposal from the Contractor to make modifications to the project to install a delayed egress system allowing for the door in the new half wall to be locked while still functioning as an emergency exit. The Facilities and Fleet Division Manager has authority provided by this Board pursuant to Public Contract Code section 20142 to act as Project Manager to order changes or additions in the work up to $5,000 or 10% of the original contract value, whichever is higher, approved the prior two change orders and has authority to approve the current Change Order. The delays in completing the design, securing code approval, and waiting for delivery of specialized hardware due to disruptions to construction materials supply chain resulted in 244 days of delay to the contract. The additional work requested by the County delayed completion of the project and this retroactive change order requiring Board approval.
