($3,910,000) to provide Specialty Mental Health Services to eligible Medi-Cal beneficiaries of Mendocino County for a total combined amount of $15,753,000, effective July 1, 2022 through June 30, 2023; authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments to the agreements that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Anchor Health Management, Inc., formerly Redwood Quality Management Services, Medication Support Services provides specialty mental health medication support services to Mendocino County residents in Ukiah. Fort Bragg, and via telehealth. Anchor Health Management, Inc. has been providing specialty mental health medication support services for beneficiaries for several years.

 

Specialty mental health services include: Medication Support Services, Assessment, Plan Development, Collateral, Rehabilitation, and Targeted Case Management. Specialty mental health services are provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent. Anchor Health Management, Inc. shall serve up to 800 beneficiaries under this contract.

 

MCAVHN Care and Prevention (MCAVHN) provides SMHS and MHSA programs to Mendocino County adult residents in Ukiah. The SMHS to be provided by MCAVHN through the proposed Agreement include: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, and Targeted Case Management. MCAVHN will serve up to 150 adult beneficiaries under SMHS. MHSA programs MCAVHN will provide include: Integrated Care Coordination for beneficiaries through an Adult Drop-in Center, Full Service Partnerships, and Behavioral Health Court to better serve consumers with severe mental illnesses. MCAVHN will serve up to 1oo individuals through MHSA programs.

 

Mendocino Coast Hospitality Center (MCHC) provides SMHS and MHSA programs to Mendocino County adult residents in Fort Bragg. The SMHS to be provided by MCHC through the proposed Agreement include: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, and Targeted Case Management. MCHC will serve up to 200 adult beneficiaries under SMHS. MHSA programs MCHC will provide include: Integrated Care Coordination for beneficiaries through an Adult Wellness and Recovery Center, Full Service Partnerships, and Behavioral Health Court to better serve consumers with severe mental illnesses. MCHC will serve up to 300 individuals through MHSA programs.

 

Mendocino County Youth Project (MCYP) provides SMHS and MHSA programs to Mendocino County youth (0-18) and transitional age youth (19-24) residents within the schools, community, and office. The SMHS to be provided by MCYP through the proposed Agreement include: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, and Intensive Care Coordination. MCYP will serve up to 250 youth (0-18) and 100 transitional age youth (19-24) beneficiaries under the SMHS. MHSA programs MCYP will provide include: Prevention and Early Intervention, Breaking the Silences, Community Supports and Services, and Full Service Partnerships. MCYP will serve up to 2oo individuals through these services.

 

Redwood Community Services, Inc. (RCS) provides SMHS and MHSA programs to Mendocino County youth (0-18), transitional age youth (19-24) and adults (25+) residents in Ukiah, Willits, and Fort Bragg within the schools, community, and office. The SMHS to be provided by RCS through the proposed Agreement include: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, Intensive Care Coordination, Intensive Home-Based Services, Therapeutic Behavioral Services, and Therapeutic Foster Care. RCS will serve up to 300 youth (0-18), 150 transitional age youth (19-24), and 300 adult beneficiaries, and provide 900 crisis services under SMHS. MHSA programs RCS will provide include: Integrated Care Coordination for beneficiaries through Wellness and Recovery Center, Crisis support and follow up services for Medi-Cal and indigent clients, Supported Housing Services, Full Service Partnerships, and Behavioral Health Court to better serve consumers with severe mental illnesses and severe emotional disturbances. RCS will serve up to 350 individuals through the Arbor program, 24 individuals through Transitional Age Youth Housing, and 300 individuals through Crisis Services under MHSA.

 

Tapestry Family Services Inc. (Tapestry) provides SMHS and MHSA programs to Mendocino County residents in Ukiah, Willits, Laytonville, and Covelo within the schools, community, and office. The SMHS to be provided by Tapestry through the proposed Agreement include: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, Intensive Care Coordination, Intensive Home-Based Services, Therapeutic Behavioral Health Services, and Therapeutic Foster Care. Tapestry will serve up to 250 youth (0-18) and 150 transitional age youth (19-24), and 300 adult beneficiaries under the specialty mental health contract. MHSA programs Tapestry will provide include: Integrated Care Coordination for beneficiaries through culturally specific outreach and services to Latino and Native American communities, Full Service Partnerships, and Behavioral Health Court to better serve consumers with severe mental illnesses and severe emotional disturbances. Tapestry will serve up to 50 individuals through these services.

 

All contracted providers have been contracted with Redwood Quality Management Company as a Contractor and a Subcontractor for Mendocino County Behavioral Health and Recovery Services (BHRS) through the Request for Proposal awarded to Redwood Quality Management Company as an ASO.

 

All contracted providers will be providing SMHS as defined in these contracts and pursuant to Medicaid laws, and regulations, including the 1915(b) Waiver, the County of Mendocino State MHP Agreement, and BHRS policies and procedures. SMHS are provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent. All the service providers listed within this presented item are well established within their communities and have been providing services for several years. AHM, formerly known as Redwood Quality Management Company, the ASO, will provide administrative and utilization review of contracted providers in regard to SMHS.
