Approve retroactive Agreement with Mendocino County Youth Project in the amount of $506,356 for rapid re-housing services, housing case management services necessary to prevent, prepare for and respond to Coronavirus among individual youth and youth-led families with children who are experiencing homelessness in Mendocino County, effective October 1, 2021 through September 30, 2022; authorize the Social Services Director or designee to sign any amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

August 18, 2020, Item 4(u), the Board adopted Resolution 20-097 authorizing receipt of Round 1 of the California State Department of Housing and Community Development's Emergency Solutions Grant CARES Act funds, not to exceed $1,410,200.

 

November 17, 2020, Item 4(o), the Board adopted Resolution 20-157, authorizing receipt of Rounds 1 and 2 of the California State Department of Housing and Community Development's Emergency Solutions Grant CARES Act funds, not to exceed $5,463,823.

 

Summary of Request

On October 2, 2020, the Department of Housing and Community Development released a Notice of Funding Availability (Round 2) for the Emergency Solutions Grant Program-Coronavirus (ESG-CV), funded through the Coronavirus Aid, Relief, and Economic Security (CARES) Act passed by Congress on March 27, 2020. The ESG-CV program provides funding to prevent, prepare for and respond to Coronavirus among individuals and families who are experiencing homelessness or receiving homeless assistance, and to support additional homeless assistance and homeless prevention activities to mitigate the impacts created by Coronavirus.

 

The proposed Agreement with the Mendocino County Youth Project provides for the implementation of new homeless service projects in Mendocino County. The project is Rapid Rehousing, which provides for the hiring of 1.0 FTE Rapid Rehousing Case Manager and funding to assist with housing application fees, short- and medium-term rental assistance, security deposits, utility deposits and payments, landlord signing bonuses up to three times the monthly rent amount, and landlord mitigation funds for tenant caused damages. Additionally, these positions will work to address racial disproportionality in homeless populations to achieve the equitable provision of services for Black, Native and Indigenous, Latinx, Asian, Pacific Islanders and other people of color who are disproportionately impacted by homelessness and Coronavirus. All services provided under the proposed Agreement will be recorded in the Homeless Management Information System (HMIS).

 

The proposed Agreement is retroactive due to lengthy communication and programmatic decision-making with the contractor related to the allowable use of funds and the appropriate project scope. Although the majority of staffing and other expenses have not yet been incurred, there are minimal administrative start-up costs associated with this project backdated to October 1, 2022.
