Summary of Request:
In Mendocino County, the placement and care of children who have been removed from the custody of
their parents or guardians under Welfare and Institutions Code Section 300 is the responsibility of the
Mendocino County Department of Social Services, Family and Children’s Services (FCS). As part of meeting this requirement, FCS contracts with Redwood Community Services, Inc. (RCS) for the
provision of immediate placement in their three-bed Short Term Residential Therapeutic Program (STRTP) facility, Mendocino County Children’s Center (MC3), for assessment and stabilization for youth ages 7 to 17 who present with significant behavioral challenges that prevent placement in a home-based setting. MC3 is a state licensed STRTP able to accept placement of foster youth from any county and is the only STRTP currently licensed in Mendocino County. To secure first priority for Mendocino County foster youth, this Agreement will pay for up to ten vacant bed nights per month.
In addition to placements at MC3, RCS also provides through this Agreement Emergency Support Staff (ESS) 24/7 to assist FCS social workers when needed. ESS staff will assist in the immediate care and
supervision of detained children while FCS locates a foster care placement. With these services in place, FCS social workers can continue investigative duties and assessments of relatives or other non-related extended family members for potential placements, and contact Foster Family Agency and County homes to locate suitable and available placements.
This item is retroactive to July 1, 2022 as the County added additional language to the General Terms and Conditions section of the Agreement which delayed finalizing the Agreement to be on a Board meeting agenda prior to the start of the new fiscal year.
