Adopt Urgency Ordinance accelerating the consolidation of the office of the Auditor-Controller/Treasurer-Tax Collector and adopt resolution amending the position allocation table and appointing Chamise Cubbison to the position of Auditor-Controller/Treasurer-Tax Collector; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

On December 14, 2021, the Board of Supervisors enacted Ordinance No. 4500, consolidating the offices of the Auditor-Controller/Treasurer-Tax Collector into a single elected position, effective January of 2023.

 

On June 21, the Board of Supervisors directed County Counsel to return on July 12 with an item for the appointment of Auditor-Controller/Treasurer-Tax Collector elect Chamise Cubbison to the vacant offices.                     

Summary of Request

Subsequent to the retirement of Auditor-Controller Weer, the Board of Supervisors enacted Ordinance No. 4500, which consolidates the offices of the Auditor-Controller/Treasurer-Tax Collector into a single elected position.  That ordinance was written to be effective as of January 2023, in order to allow the voters the opportunity to select the new official at the next regular election.  In the June 2022 primary election, the voters selected Acting Auditor-Controller Chamise Cubbison to fill that position.

 

Presently, there are vacancies in the offices of Auditor-Controller, Treasurer-Tax Collector and Assistant Treasurer-Tax Collector, and Auditor-Controller/Treasurer-Tax Collector elect Cubbison is not set to take office until January 2023.  On June 21, this Board directed County Counsel to begin the process of accelerating the consolidation date and to appoint Auditor-Controller/Treasurer-Tax Collector elect Cubbison early in order maintain stability and ensure the delivery of critical services.  Having conducted additional legal research and reviewing information related to the urgency, County Counsel believes that the most efficient way to accomplish that objective is with an urgency ordinance.
