Approve retroactive Agreement with National Outdoor Media in the amount of $16,106, for the use of static billboards on Highway 101 for an 8-week period, effective May 23, 2022, through July 17, 2022; authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Behavioral Health and Recovery Services (BHRS) has funding set aside for Mental Health (MH) related prevention activities to educate and raise awareness. During the COVID-19 pandemic, suicide risk increased, and in-person strategies for disseminating prevention and awareness information were impacted. As a result, BHRS decided to utilize billboards as an efficient method to communicate prevention and awareness information to a large number of people. Through the proposed retroactive Agreement, National Outdoor Media placed two BHRS MH advertisements on static billboards on Highway 101 from May 23, 2022 through July 17, 2022.

The proposed Agreement was signed by BHRS back in May 2022, in order to secure the billboard locations. BHRS did not receive invoices for billboard placement services until August 2022, at which point the Department submitted the Agreement for County approvals, with a retroactive start date.
