Approve amendment to Agreement No. BOS 22-193, with Redwood Quality Management Company DBA Anchor Health Management, in the amount of $543,000, for a new Agreement total of $3,800,000, to provide administrative services, utilization review services, quality assurance and performance improvement, inpatient hospitalization fees, physician fees, and youth placement fees for medically necessary specialty mental health services and Mental Health Services Act community services and support programs for all ages of Medi-Cal beneficiaries and indigent population, effective July 1, 2022 through June 30, 2023; authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Anchor Health Management  (AHM), formerly Redwood Quality Management Company, has been providing administrative services, utilization review services, quality assurance and performance improvement, inpatient hospitalization fees, physician fees, and youth placement fees for specialty mental health services on behalf of Mendocino County, as delineated in the Mental Health Plan controlled by the California Department of Health Care Services, and Mental Health Services Act (MHSA) Programs, since July 1, 2016. Functioning as Mendocino County’s Administrative Services Organization (ASO), AHM oversees and manages the delivery of mental health services through a well-developed coalition of local subcontractors.

 

On July 26, 2022, the Mendocino County Board of Supervisors approved Agreement No. BOS-22-193 with AHM, for ASO services for Mendocino County Mental Health. The proposed Amendment to Agreement No. BOS-22-193 adds details to further clarify, define, and categorize certain components of Full Service Partnership (FSP) expectations, separating different components of FSP funding from the Specialty Mental Health (SMH) portion of the Agreement, and moving it into the MHSA portion. Adjustments are also being made to the non-Medi-Cal portion of the SMH portion, and an increase in the maximum amount allocated for psychiatric hospitalization stays due to increases in daily rates and average lengths of stay. Once the proposed Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2022 through June 30, 2023.
