September 10, 2019, Item 4(r), adoption of Resolution No. 19-337 affirming HHSA as the administrative entity for the MCHSCoC, authorizing receipt of Round 2 CESH funds up to $1,854,896, and authorizing the HHSA Director to sign the allocation Agreement.

 

June 21, 2022, Item 3(aj), adoption of Resolution No. 22-146 affirming Mendocino County Department of Social Services as the administrative entity for the MCHSCoC, and naming the Mendocino County Department of Social Services Director or designee as the authorized signatory for the allocation of $1,422,029 from the CESH program funds, to assist persons who are experiencing or are at risk of homelessness in Mendocino County in Fiscal Years 2018-19 through 2023-24.                     

 

Summary of Request

The United States Department of Housing and Urban Development (HUD) offers funding through the Continuum of Care (CoC) Program for various types of housing interventions to local communities to assist in ending homelessness (24 CFR Part 578). In the CoC Program Interim Rule and the Office of Community Planning and Development (CPD) Notice CPD-19-01, HUD established that each CoC must establish a Coordinated Entry System (CES) as a condition of receiving funds. As an integral part of the local crisis response system, the goal of the CES is to increase the efficiency of local crisis response systems, and improve fairness and ease of access to housing resources.

 

At its February 27, 2023 Governing Board meeting, the Mendocino County Homeless Services Continuum of Care (MCHSCoC) authorized the County of Mendocino, in its role as CoC lead and collaborative applicant, to enter into Agreement with Nutmeg Consulting (Russell A. Cormier) to serve as Administrator of its CES using California Emergency Solutions and Housing (CESH) Grant funds. The proposed Agreement in the amount of $121,880 establishes Nutmeg Consulting, Inc. as the managing entity for the CES, responsible for oversight of the day-to-day operation of the local system, effective upon signing through June 30, 2024.
