Introduce and waive first reading of an ordinance amending Chapter 8.69 of the Mendocino County Code regarding the Partnership HealthPlan of California Commission.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
Chapter 8.69 of the Mendocino County Code was added by Ordinance No. 4274 on May 3, 2011 and amended by Ordinance No. 4310 on July 30, 2013.

SUMMARY OF REQUEST:
Mendocino County is a member of Partnership HealthPlan of California ("PHC"), a multi-county commission implementing a county authorized health system under Welfare and Institutions Code section 14087.54. PHC recently changed the structure of its governing body in order to accommodate the addition of new member counties. In order to effectuate this change, each member county must amend its authorizing ordinance to reflect the new composition of the governing body.

The proposed ordinance would amend Chapter 8.69 of the Mendocino County Code in order to reflect the new composition of PHC's governing body. The draft language was proposed by PHC in order to ensure consistency among member counties. Attached are (1) the proposed ordinance replacing the existing Section 8.69.040 and (2) the current text of Section 8.69.040, which is being provided to allow for a comparison between the existing and proposed section language in-lieu of a redline.

ALTERNATIVE ACTION/MOTION:
Provide alternate direction to staff.
