Summary of Request

The Family Homelessness Challenge Grant program was established by the State of California for the purpose of providing one-time grants and technical assistance to local jurisdictions to address and end family homelessness. The County of Mendocino Department of Social Services (SS) applied for, and was awarded funding to support this work in Round 1 of the Family Homelessness Challenge Grant Program.  A Request for Applications for Round 2 of the Family Homelessness Challenge Grant was released by the California Interagency Council on Homelessness on December 27, 2023, with an application due date of February 27, 2024. Round 2 funding can only be awarded to eligible applicants that were awardees of Round 1 funding for this program.

The Social Services Department is seeking Board of Supervisors (BOS) approval to submit an application for Round 2 funding for the purposes of supporting and augmenting the new Front Door for Families program, a single point of entry for all households with children in Mendocino County experiencing or at-risk of homelessness. The program provides housing problem solving guidance to families experiencing homelessness, as well as limited direct financial assistance designed to quickly resolve or prevent homelessness. Notably, the Front Door for Families program also incorporates the Bringing Families Home funding (administered by the California Department of Social Services) designed to specifically support families engaged in Child Welfare Services with unstable housing situations that impact their ability to safely care for their children. SS also requests BOS authorization for the Mendocino County Chief Executive Officer or designee to execute the Family Homelessness Challenge Grant Round 2 funding Agreement, if awarded, for the term dates of July 1, 2024 through June 30, 2026.
