Previous Board/Board Committee Actions:
On 10/20/20, the Board approved an initial agreement with Brokaw Design in the amount of $52,700. 2/23/21, this was amended to include Phase II cost estimate and bid package creation. 4/6/21, this was amended again to address unforeseen engineering work primarily related to new doorways and a smoking structure for Phase II with a total agreement amount not to exceed $68,580. On 4/20/21, the Board authorized submittal of an application for a CDBG funding allocation in the amount of $1,069,157 for this emergency project.
Summary of Request:
The Live Oak Apartments (Project Homekey) are located at 555 S. Orchard Ave, Ukiah. This building was acquired for use as transitional and permanent housing for individuals and families who are homeless or at risk of becoming homeless. The State launched this program in part to provide housing for vulnerable populations during the current pandemic. Conversion of the first 30 units from motel rooms into housing with kitchenettes was completed after having been declared an emergency to meet the State’s initial occupancy expectation. To facilitate submittal of a grant application for funds to complete the project, Brokaw Design is creating a “Phase II” cost estimate and bid package for the remaining work. Phase II will include installation of kitchenettes in approximately twenty more rooms, replacement of remaining carpet with vinyl, and other related improvements. This third contract amendment will allow Brokaw Design to incorporate into the bid package additional tasks including replacement of the fire alarm system, design for a “bike barn” for the residents, improvements to employee workspaces, and other miscellaneous additions to the bid package. In addition to the bid package and support through Brokaw for the building improvements, Phase II is anticipated to include a Photovoltaic Solar System at the site. The PV solar system will be included in a separate bid.
