Approve the Board of Supervisors’ responses to the 2018-19 Grand Jury Reports; authorize Chair to sign same; disband the Grand Jury ad hoc committee; and direct the Clerk of the Board to return originals to the County Counsel’s Office for submission.

Previous Board/Board Committee Actions:
Grand Jury reports routinely require responses from the Board of Supervisors. Board responses are formally approved prior to the submittal to the presiding Judge of the Superior Court and the Grand Jury. On July 23, 2019, the Board appointed Supervisors McCowen and Haschak as a Grand Jury Ad Hoc Committee.
Summary of Request:
State law requires the Board of Supervisors to respond to Grand Jury findings and recommendations no later than 90 days after issuance of the report. Elected County or Agency Heads are required to respond within 60 days after the issuance of the report, with an informational copy to the Board of Supervisors. The Grand Jury requested responses to two reports: Who Runs Mendocino County and Measure B - Mental Health Treatment Act…Where Are We? In addition to the required response to Findings and Recommendations, the Ad Hoc Committee is recommending including a discussion section with each report.
In Who Runs Mendocino County? the Grand Jury raises a critical issue concerning the need for strategic long range planning on a countywide basis. The Ad Hoc Committee supports most of the recommendations of the Grand Jury, including that the Board develop, prioritize and publicize strategic goals on an annual basis. The Ad Hoc Committee also suggests that, despite the absence of a document titled “Strategic Plan for Mendocino County”, the Board has developed a large body of county-wide policies with effective long term goals that address county-wide issues of public safety, health, economic, environmental and other needs of our communities as further discussed in the draft response.
In Measure B - Mental Health Treatment Act…Where Are We? the Grand Jury focuses attention on the implementation of Measure B and the slow progress in developing a Crisis Residential Unit, Crisis Residential Treatment and a Psychiatric Health Facility. The Ad Hoc Committee agrees that progress has been slow but points out that the Board of Supervisors has quickly approved and taken action to implement the recommendations presented to the Board. The Ad Hoc Committee also suggests it is time for the Citizens Oversight Committee to move forward with recommendations for improved treatment and services so that the full spectrum of necessary services can be provided and further suggests that the Kemper Report recommendations and financing plan are a good starting point.
The Board’s draft responses to the 2018-2019 Grand Jury reports as recommended by the Ad Hoc Committee are attached.
