Approve retroactive agreement with West Business Development Center, (West BDC) in the amount of $560,000 for County of Mendocino Small Business Recovery Grant Program Services, term starting September 1, 2020 to December 31, 2020; authorize the Chief Executive Officer to sign any amendments that do not increase the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
West Business Development Center will provide direct program administration of the County's Small Business Recovery Grant. The program is divided into two grant opportunities: 1) Business Innovation and Resiliency Fund ($150,000) awarded to the Community Foundation of Mendocino County which will allow for adaptation and reconfiguration of business operations to drive long term viability and revenue generation; 2) Mendo CARES Business Recovery Grants ($350,000) as a reimbursement grant fund to disburse federal COVID funds into the microbusiness community. West BDC will advertise, outreach, accept applications, coordinate grant activity, eligibility, report, disburse funding and awards, monitor and track, prepare and submit State reports and provide follow-up necessary to conclude the program; 3) West BCD will invoice for their administration services ($60,000).
