Adopt resolution approving retroactive Performance Agreement No. 21-10093 with the California Department of Health Care Services in the amount of $0 for the County to provide and arrange for Specialty Mental Health Services and Substance Abuse Block Grant Services, effective July 1, 2021 through June 30, 2024; authorize the Behavioral Health Director or designee to sign the Agreement and any amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The California Department of Health Care Services (DHCS) administers the Mental Health Services Act (MHSA), Lanterman-Petris-Short (LPS) Act, Projects for Assistance in Transition from Homelessness, Community Mental Health Services Block Grant, Substance Abuse Treatment and Prevention Block Grant (SABG), and programs funded through the Crisis Counseling Assistance and Training. Pursuant to the Bronzan-McCorquodale Act (which requires mental health systems to provide mental health services to children and adolescents who have a serious emotional disturbance, and to adults who have a serious mental illness), DHCS oversees county provision of community mental health services and routinely requires Mendocino County to sign Agreement...
