Approve Agreement with LACO Associates in the amount of $376,826 for support services to the Mendocino County Water Agency for the term of July 1, 2016, to June 30, 2019; authorize the Water Agency Director to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On February 3, 2015, the Board of Supervisor appointed Chief Executive Officer, Carmel J. Angelo as the Mendocino County Water Agency Director. Water Agency responsibility has since transferred from the Department of Planning and Building Services to the Executive Office. On March 3, 2015, the Board adopted a contract with LACO Associates for $94,000 for support services to the Mendocino County Water Agency for the Term of January 1, 2015 to December 31, 2015. On December 15, 2015, the contract was extended to June 30, 2016.

SUMMARY OF REQUEST:
Mendocino County holds a National Pollutant Discharge Elimination System (NPDES) Phase II permit as an operator of a small municipal separate storm sewer system (MS4). This permit requires many tasks to be completed by the County to remain in compliance. The permit is currently in year three of the five-year permit cycle. In addition to these stringent requirements, new Sustainable Groundwater legislation, passed by Governor Brown in the summer of 2014, has set a timetable for implementing required groundwater monitoring, permitting, and creation of a groundwater agency for all priority basins.
