Approve the Joint Powers Agreement forming the Ukiah Valley Basin Groundwater Sustainability Agency; adopt Resolution appointing Supervisor Carre Brown as Director and Supervisor Dan Hamburg Alternate Director to serve on the GSA Board of Directors; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On February 14, 2017, the SGMA Ad Hoc committee provided an update on the development and structure of an Ukiah Valley Basin Groundwater Sustainability Agency.
SUMMARY OF REQUEST:
The SGMA Ad Hoc has been working with various stakeholders and Groundwater Sustainability Agency (GSA) eligible entities in the Ukiah basin as part of a formation committee process. Since June 2016, the California State University Center for Collaborative Policy has been providing facilitation services to bring all parties to the table for GSA development. At the March 16th and 30th meetings, the group reached a consensus to move forward with the proposed Joint Powers Agreement. The initial members include, Mendocino County, City of Ukiah, Russian River Flood Control and Water Conservation Improvement District and the Upper Russian River Water Agency.
