SUMMARY OF REQUEST:
The Hazard Mitigation Grant Program (HMGP) funding became available after the October 2017 wildfires were declared federal disaster DR-4344. California Office of Emergency Services (CalOES) is the applicant responsible for submitting subapplications up to $5 million federal funding with a $1,562,500 non-federal match from eligible subapplicants to Federal Emergency Management Agency (FEMA). The Redwood Valley County Water District (RVCWD) has a HMGP eligible water mains and laterals retrofit project to submit. However, the RVCWD does not have an adopted FEMA-approved Local Hazard Mitigation Plan (LHMP) or participating in a Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) at the time of award as required to be a subapplicant for HMGP. Because the county meets all requirements to be a subapplicant, the county can submit the HMGP subapplication on behalf of the RVCWD. This Memorandum of Understanding (MOU) defines the respective roles and responsibilities of the County and RVCWD for the HMGP subapplication process and in the event the project is awarded HMGP funding.
