RECOMMENDED ACTION/MOTION:

Approve agreement with Justice Benefits Inc. ("JBI") in the amount of $132,000 (maximum of $33,000 per year) for the period of July 1, 2018 through June 30, 2022, to provide Title IV-E Claiming Services; authorize the Chief Probation Officer to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
BOS Agreement #14-055 approved July 22, 2014. Three annual amendments to BOS Agreement #14-055 to extend the termination date by one-year for each amendment and to increase the total agreement amount were approved on May 5, 2015; May 26, 2016; and April 26, 2017.

SUMMARY OF REQUEST:
To ensure compliance with federal and state Title IV-E guidelines, the Probation Department has selected JBI to assist the County with accurate Title IV-E documentation, record retention, quarterly IV-E Administrative Claim compilation, training and web-based time studying. JBI specializes in federal revenue maximization for state and local entities. JBI successfully files Title IV-E administrative claims for Juvenile Probation Departments in seven (7) states and over 100 counties more than 20 of which are in California. They provide a California DSS approved, case specific, proprietary web-based random moment time study (RMS).
