Approve retroactive Agreement with LACO Associates in the amount of $300,000, effective June 1, 2018, through June 30, 2020, to provide funding for on call Planning Services specifically related cannabis as well as future services to prepare a Local Coastal Program Amendment to address cannabis in the Coastal Zone; and authorize Chair to sign same.

SUMMARY OF REQUEST:
In April 2016 Planning and Building Services conducted a Request for Proposal (RFP) process to identify a consultant to provide on-call planning services. Five (5) proposals were received from very qualified firms. Each proposal was evaluated and graded to determine which vendor would provide the most professional, responsive and cost effective services. The proposal review committee selected LACO Associates. The original agreement, BOS 16-060, with LACO was for a 2 year period and the requested services include on-call planning services, such as current planning review and processing and advanced planning plan development and implementation; review and preparation of project environmental reviews; and specialized services such as Transportation, Air Quality, Noise, Biology, Visual Resources, Energy and Historic Preservation/Cu...
