RECOMMENDED ACTION/MOTION:

Receive report from the Board of Supervisors Juvenile Hall Ad Hoc Committee to keep open Mendocino County Juvenile Hall; direct staff to prepare future County budgets with funding to operate the Mendocino County Juvenile Hall; direct staff to continue looking into ways to more fully utilize the juvenile hall campus, and disband the Board of Supervisors' juvenile hall ad hoc committee.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
June 5, 2018: Formation of an Ad Hoc Committee regarding continued operations of juvenile hall. August 21, 2018: Approval of the ad hoc committee's recommendation to move meal preparation from juvenile hall to the jail kitchen.

SUMMARY OF REQUEST:
The Board of Supervisors' Juvenile Hall Ad Hoc Committee, consisting of Supervisor Georgeanne Croskey and Supervisor Dan Gjerde, met seven times to explore ways to reduce General Fund expenditures at the Mendocino County regional juvenile hall in Ukiah. At its meetings, the ad hoc committee discussed a host of ideas with CEO Carmel Angelo, Probation Chief Izen Locatelli, Superior Court Judge Ann Moorman and Superior Court Judge David Riemenschneider.

At the time of budget adoption, the Board of Supervisors reduced staffing at juvenile hall to reflect the reduced population at the hall. With an average daily population of 12 to 14 youths, staffing at the hall was...
