Approve retroactive five year Agreement with Bennet Omalu Pathology in an amount not to exceed $1,775,000 for pathology services for the Mendocino County Sheriff Coroner Office, effective December 1, 2019, through December 1, 2024; authorize the Sheriff to sign any amendments that do not increase the Agreement maximum; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The Mendocino County Sheriff's Office released RFP#SO-2019-002 on August 19, 2019 for proposals to provide pathology services to the County. The RFP closed on September 30, 2019 and two proposals were received. The RFP review committee met and evaluated each proposal. The committee chose the Bennet Omalu Pathology group for the contract award. The agreement is for five years which locks in a competitive rate for the County. Pathology services are difficult to budget for as the costs are directly linked to the number of coroner cases that come in, and the types of services needed to determine the cause of death. Some deaths are easier to determine and medical records are all that are needed; other deaths are more complicated and require either an external autopsy or an internal autopsy which cost more. In rare circumstances additional tests can be required that become even more expensive but are necessary to make the final determination on the cause of death.
