Approve second Amendment to Standard Agreement No. PH-19-024 with Noemi Doohan, M.D., Ph.D., in the amount of $100,000, for a new Agreement amount of $125,000, for County Health Officer Services, effective when Agreement becomes fully executed through a new end date of June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
On August 19, 2019, the Mendocino County Board of Supervisors appointed Noemi Doohan, M.D., Ph.D. as Public Health Officer for Mendocino County. As a result of that appointment, the Health and Human Services Agency (HHSA) contracted with Dr. Doohan for $25,000 to provide an abbreviated list of services that would normally be provided as part of a full-time County Health Officer position. Services included being on-call to respond to communicable disease staff and other clinical support staff; providing guidance and medical expertise; and performing specific duties related to Vital Statistics, Communicable Disease Control, and Public Health Emergency Preparedness.
