Approve Agreement with Cline Investigations LLC in the amount of $120,000 for provision of process serving and investigation services to Child Support Services effective when Agreement becomes fully executed through September 30, 2022; authorize the Child Support Services Interim Director to sign any future amendments that do not exceed the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The Department of Child Support Services (CSS) requests Board approval of the Agreement with Cline Investigations LLC in the amount of $120,000 to provide professional process serving and investigation services from the date the agreement becomes fully executed by all parties through September 30, 2022.
Child Support Services seeks to efficiently and fairly establish financial support orders that will benefit Mendocino County families. Research shows that establishing equitable financial support orders encourages consistent payment compliance, which in turn increases parental involvement in a child's life.
Under the proposed financial agreement, Cline Investigations LLC will undertake service of legal documents to case participants, assist department staff with the location and service of documents on hostile or otherwise difficult-to-serve individuals, conduct detailed background investigations on department recruits or new hires, and may conduct income investigations on individuals who are in...
