RECOMMENDED ACTION/MOTION:

Approve the Mendocino County Cannabis Equity Assessment; Adopt Resolution establishing the Mendocino County Local Equity Program and Program Manual and authorize Chair to sign same; authorize the Chief Executive Officer or designee to submit a grant application to the Governor's Office of Business and Economic Development for purposes of funding the Mendocino County Local Equity Program; and allocate one-hundred thousand dollars ($100,000) of Cannabis Business Tax in FY 2020-21 as a Grant Match Upon Grant Award.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On November 12, 2019, the Board directed staff to develop an equity program application (Agenda Item 6c). On February 4, 2020 the Board directed staff to utilize the California Center for Rural Policy at Humboldt State University to complete Cannabis Equity Assessment; draft Resolution establishing Cannabis Equity Program contingent upon State funding; submit a Cannabis Equity Application; and return to the Board of Supervisors for approval and adoption on February 25, 2020.
