PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On October 20, 2020, the Board approved a five-year agreement with ICSolutions for inmate communication services.

SUMMARY OF REQUEST:
Mendocino County Sheriff's Office uses services provided by Inmate Calling Solutions dba ICSolutions that include phone calls and tablet usage for the Jail and includes video visitations, voicemail and text messaging services. On October 7, 2021, the California Public Utilities Commission, in its ongoing efforts to ensure affordable telecommunications services, acted to decrease high rates and fees that financially burdened incarcerated people, their families, and others that provide them with support, impeding their ability to communicate. The CPUC has imposed a per-minute cap of seven cents ($0.07) for local, intrastate and interstate debit, prepaid calls, and collect calls and twenty-one cents ($0.21) for international debit calls for all Incarcerated Person Calling Services (IPCS).
