Approve fourth Amendment to Standard Agreement No. PH-19-024 with Noemi Doohan, M.D., Ph.D., increasing the amount from $125,000 to $225,000, for County Health Officer Services, effective when fully executed through a new end date of December 31, 2020; authorize the Health and Human Services Agency Director or designee to sign any amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request: 

On August 19, 2019, the Mendocino County Board of Supervisors appointed Noemi Doohan, M.D., Ph.D., as Public Health Officer for Mendocino County. As a result of that appointment, the Health and Human Services Agency (HHSA) contracted with Dr. Doohan for $25,000 to provide an abbreviated list of services that would normally be provided as part of a full-time County Health Officer position. Services included being on call to respond to communicable disease staff and other clinical support staff; providing guidance and medical expertise; and performing specific duties related to Vital Statistics, Communicable Disease Control, and Public Health Emergency Preparedness.

 

Since initial execution, Dr. Doohan’s contract has been amended three times. The first and third amendments, executed by HHSA, did not alter the term or contracted amount. The second amendment, approved by the Board of Supervisors on December 10, 2019, increased the total amount of the contract to $125,000, extended the end date through June 30, 2020, and expanded service provision to encompass the full array of duties expected of the Public Health Officer.

 

HHSA requests Board approval of a fourth Amendment to Dr. Doohan’s contract to increase the total amount to a maximum of $225,000, extend the termination date through December 31, 2020, and insert Federal Provisions required for the COVID-19 pandemic. Approval of this Amendment will allow Dr. Doohan to continue to manage and monitor the COVID-19 pandemic in Mendocino County.
