The Board of Supervisors established Ch. 1.08 on January 10, 2017 with Ord. No. 4371, and amended Ch. 16.30 on August 27, 2013 with Ord. No. 4313.
Summary of Request:
Planning and Building Services requests amendments to certain code enforcement provisions of Chapters 1.04, 1.08 and 16.30 for the purpose of improving the County’s ability to effectively and efficiently obtain code compliance. The impetus of the present proposal is to increase administrative penalties that are currently not sufficient to deter certain violations, or to encourage abatement, and do not recover costs of staff time spent. However, the present proposal includes other substantive changes such as modifying and clarifying procedures, expanding the use of enforcement tools such as the recording of notices of violations, as well as updating the code to bring it into conformance with changes in state law. The proposed changes reflect over three years of review and consideration for the purpose of improving the functionality of the procedures, the effectiveness of the enforcement tools, and clarity.
